Leap Forward for Weapon and Ammunition Management in Liberia

In a recent handover ceremony, the Liberia National Commission on Arms (LiNCA) took delivery of an advanced record-keeping and anti-trafficking system to stem the illicit diversion of small arms.

The ArmsTracker Weapon and Ammunition Management (WAM) system, funded by the Arms Trade Treaty Voluntary Trust Fund (ATT-VTF), was provided to the Republic of Liberia through a project “Filling Arms Recording keeping Gaps in Liberia.” Its purpose is to assist with the implementation of a 2018 baseline assessment with UNIDIR which assessed the proliferation and misuse of illicit arms and ammunition in Liberia.

Leading a Regional Initiative

Years of conflict in West Africa prompted the Economic Community of West African States (ECOWAS) to partner in 2019 with the Centre for Armed Violence Reduction (CAVR) to install both regional and national registers for weapon and ammunition management across the conflict-prone region. CAVR’s ArmsTracker solution allows the ECOWAS Commission and its 15 Member States to uphold their obligations under the 2006 ECOWAS Convention on Small Arms and Light Weapons and to support compliance with the Arms Trade Treaty (ATT).

Linking a National Network

LiNCA presented the ArmsTracker digitised weapon and ammunition management system to state security agencies including the Liberia National Police, National Security Agency, Liberia Immigration Service, Liberia Drug Enforcement Agency, Seaport Police, Armed Forces of Liberia, and the Bureau of Corrections and Rehabilitation.

Speaking at the event, LINCA Chairman James M. Fromayan emphasized the importance of proper data management in the effective discharge of institutional mandates.

“Fulfilling these responsibilities requires strong inter-agency cooperation and accurate record-keeping.”

He urged beneficiary institutions to maintain detailed and reliable records of their operations, noting that poor documentation has long posed challenges within the sector.
